The people who are happy to sit back and deal with the fallout are the ones who will be most ready to jump on anything that opens up. The flipside is that even the positive developments here can be scary. Think of it like this: imagine you've been looking for something for a very long time. Now imagine it's right there in front of you, but you've built it up so high, and now you're like "What the hell do I do now?" Some people might land a romantic interest they find way out of their league here. Others could get a promotion for a job that they have little experience doing. Just remember, whenever Pluto's active in the chart, it gives you excuses and ways to bail. It makes you firmly commit to what you want. This can be a bit of a rough spot for you because you're searching for something you just can't find. The main reason people have trouble with this type of energy though is because they put a ton of limits on how they go about doing things. It's like you say "I really want this, more than anything, and I'll do anything to get it", but in action you're like "I'm only going to consider this particular method and it better work". Well if it doesn't work, you need to change the method, and open up your mind to other ways to achieve what you want, even if they create some discomfort.
